Law enforcement officials pinpointed the operation’s base—a well-equipped 4,000-square-foot center in Hung Hom—between August and September 2024. On October 9, a significant raid led to the apprehension of 27 suspects, underscoring the scale of this elaborate scheme. Among the arrested were 21 men and 6 women, with ages ranging from 21 to 34.
